even though the shutdown selection box is obscured by your monitor's OSD simply press the U key on your keyboard and it will shut down.

three key strokes Windows key > U > U

you may have noticed on Menus some letters have an underscore on them, these are to identify the keyboard key associated with the Menu item, Usually you press ALT followed by the relevant key.
Have a go at navigating using just the keyboard, its real easy and quite quick when you get used to it.

if it's the OSD - it's nothing to do with windows ...
or even the machine ... the OSD is equivalent of the bios
it's part of the firmware of the monitor.

system restore won't do anything (except perhaps damage your system)

I'd say one of two things ... as already suggested ... a sticking key
the gate opens the menu ... the up or down cycles the options.

or if you are unlucky - the monitor has developed an electrical fault.

Right, first, check the monitor for any stuck buttons. If there is one, try pressing it to get it undone.

Second, select all the items on the menu. One of them might close it.

Third, have you read the manual yet?

What manufacturer is it?

having tried another monitor which worked ok. decided to purchase new monitor so problem solved.
